"文革"时期发行的邮票动辄几千万枚，特别是文15的发行量达到1亿枚，创下当时发行量最高纪录。但"文革"时期每年发行邮票的总套数却很少，加上在邮政通信上用量极大，因此留存下来的新票的存世量已极罕见。
